Arsonist who burned down home freed under New York bail reform pretrial release

Johnson City, NY – A man who was arrested for setting fire to a home on Deyo Hill Road in Johnson City has been released on pretrial intervention because of New York State’s bail reform laws.

According to police:

1/11/2021, the Johnson City Police Department responded to a house fire located at 307 Deyo Hill Road Johnson City, NY. A 911 caller reported a fully engulfed house fire at this location. When police arrived, they located a male at the scene who fled the area. Officers quickly located the male and determined he had sustained injuries from the fire.

The residence sustained extensive damage and loss of personal property. An investigation into the cause of the fire determined that it was intentionally set and was part of a domestic dispute.

The Johnson City Police arrested the following individual as a result of this investigation:
Nicholas Richard, age 32 of Johnson City, NY with:
Arson in the 3rd Degree, a class C Felony
◾ Criminal Mischief in the 2nd Degree, a class D Felony

Richard received treatment for his injuries from a Syracuse area hospital.

Today, Richard was produced by his attorney and was processed and arraigned in Village Court. Richard was released after arraignment without bail in accordance with NYS bail reform laws.
